Same with Biosphere modulator: From my observations, it adds 3 to odd-numbered PQ, 4 to even planet quality, but only 3 extra tiles in both cases.

I've had this problem too :( sometimes i'll get two extra tiles and sometimes three :(

Also Selling and rebuilding the biosphere gives different outcomes so over time although i can really improve a planet it'l end up stating a PQ number vastly higher than the number of available tiles :(
