Stealing tech when invading...is it random?

Does anyone know if it is completely random?  Is there a % chance of stealing?  And if successul, how does it determine what tech you stole?

Is there any way to increase the chance?

I think its random, i can blast the planet to pieces with Mass Drivers make it a class 5 from a class 10 and i still sometimes get some tech.

Yes it is totally random but you can i believe increase the chance slightly by having good espionage knowledge of the race.

Anomalies must play a part too, since I often get one that says the efficiency of my spies is being improved. You steal tech by invading and by having spies out there. My experience has been that the better stolen techs come via invasion, however.

Another area where a revamped espionage system can work to be able and target a specific technology to steal. Unfortunetly right now, this isn't the case and it's still a random theft of technology.

I've looked into that in an early DA version. I'd say at that time it was semi-random. When I reloaded the turn and reinvaded, I mostly got the same tech with the invasion, and that was not dependent from what planet I invaded. But in the next turn I quite often got some other tech. And the probability for obtaining the tech had decreased, so after about 8th invasion I practically got nothing at all, despite AI HAD techs I didn't.

At that time it looked to me like the game had each turn a set of available techs for invasions, and that set was decreased with the number of invasions. Since then it looks like developers have put some work into this, because top techs are rarely obtained, on contrary to my previous experience. Or is that just the effect of me nowadays playing on suicidal? Can't say for sure.
