should their be imagration in GalCiv?

As we all know, in Galciv 2 their is a galactic tourism which adds to your money. Because it is now apparent that people can get around should there be imagration between civs? This would add to your population. I belive there is something in the manual about this but I think imagration should take a more active role in the game, like when there is war between two civs and refugees from both go fleeing to your civ for shelter. Also thier should be a options were you can shoose how open your borders are. This is how I would do it.

                                  Closed Borders, Example: south korea, no foreginers allowed

                                  Restricted borders, Example: soviet union, people are allowed in, but only for good raeasons like for big business.

                                  controlled borders, example: Nazi Germany, people are allowed in but they have to assimulate into the Civs own culture.

                                  Loose borders, Example: Spain, people are allowed in and civ does not aid or hurt the immagrents, some organizations do help though.

                                  Open borders, Example: U.S.A, Immagrents come in by the millions and are given the full beniftits that Civ has to offer.

Immigration is already in the game I believe. The higher your approval rate is, the more your population increases. This is supposed to be from more people paying tax, as well as more people moving to your planets because the quality of life is supposed to be good.

What Nickziller said - population growth is made up of several factors, one of which is population immigrating to become citizens. Easy mistake to make since the most obvious way to increase population growth revolves around fertility.

If you want to blur the term a little, planetary rebellion is a kind of wholesale immigration.

Also I don't really want to turn the thread onto a different subject, but your list or examples is a little... revisionist and erroneous.

I think that the current way population is handled is too abstracted for this kind of detailed system to be implemented effectively. Also, according to the example above, why would you do anything other than open the borders? There would need to be a balance between positives and negatives for all of the options for it to be of any use.

I could see it, possibly. Your immigration policy could affect both influence and population growth. Closed would be -20% pop growth and reduce the influence your planets exert on other civs, but would also reduce their effect on your planets. Open would be +20% pop growth and increase your influence, but also increase other civ's influence on you. The other choices would range between these, obviously. Perhaps a planet loyalty penaly/bonus would also be in order.

Haha, calling usa open borders..haha. We're alot more open than alot of other countries, but we'll deport you, or hold you in prisons if you lost your passport!

I definately think you would find upon closer examination, that Spain's or indeed any EU country's borders are much, much more open than U.S.A's :)
