That's odder then I thought, then.

Just pretend this tech report didn't say "I get zero for toxic.."

Just pretend it says 'I get 390 bc for Aquatic..'  :) 

I'm sure you can see my confusion about which one was unintended!

If there are no uncolonized planets of that hazard type left the AI will not pay anything for the tech AFAIK...

They will usually pay for aquatic and heavy gravity, but not barren or toxic

This has been true from the release of DA. Don't know why, but no AI will pay for a barren or toxic tech, but will for aquatic, heavy, and (usually) radioactive. From my experience, this behavior is independant of the planets in the game. AIs will pay for aquatic tech when there are no planets available, and not pay for barren with a PQ26 within sight of their homeworld.

This is probably done to discourage certain races from immediately selling their starting tech for a profit.
