I want to choose which version to use

What I mean is I don't want to be forced to used the latest technology just because I have it. Sometimes I don't need an enhanced factory because a basic will do or a xeno farm when a basic works better and so forth. Maybe this has been addressed and I missed it. I don't know as haven't played in a while. I want to play again but this particular feature has always bothered me. So my question is will I have the freedom to choose which building I construct in TA? Or am I still stuck always having to build the latest version I have researched.

You can't in DL, but you can in DA as well as in TA. In the colony (planet) management screen, under Available Projects, select the Old tab.

You might also want to turn off auto upgrade for those planets as well, via the governor, accessed from Details, also in the colony (planet) management screen.

Been possible since DA. Just check the 'old' tab on the build list for obsolete improvements.
