Planet/ Habitable Planet Density

When starting a game, what exactly determines the number of inhabitable planets? If I choose a medium amount of inhabitable planets, does that mean there will be approximately x planets in the galaxy, guaranteed? Or, does it mean x percent of the amount of planets chosen in the "Planets" space will be inhabitbale? And is that total planet count relative to the amount of stars?

Given my experience, I would have to say it's most definitely a percentage (try some all rare once in a while on a gigantic, haha), and as you can't have planets without stars, that factors in as well.

No, this means that there will be precisely 'x' number of habitable planets. The settings that you choose when starting the game will determine the number of habitable planets. For example: If you choose a tiny galaxy with one opponent, and no minors, you will get 9 habitable planets every time. Any combination of settings will give the same kind of result; unless of course, you choose 'random' in there somewhere. The possible combinations are myriad; you will just have to work them out for yourself.
