TAb5 bug: custom Thalan

So I start a custom player, and select the Thalan tech tree. It allows me to pick "Industrial Revolution" thereby granting me beginning standard factories.

Hrm...that would really balance out their startup 'problem'.

But only for custom Thalan, it doesn't appear for default Thalan (AI or human).
