Production Slider Bars stuck

First two issues are with Dark Avatar (1.80g)
1:    I am unable to move my production slider bars.  To be more specific, I went to change my production allocation and the military slider was static (the arrows were not lit) and when moving the other two bars the military % was static regardless of the position of the other two sliders.
I reloading from a saved game (autosave), and eventually my research bar became stuck.  I've reloaded many times and one of the bars will eventually become stuck.

2:    Another, minor issue is when changing launch direction for a planet.  It seems that sometimes when choosing a different launch direction, it doesn't take.  This mainly occurs, and quite often i might add, when zoomed out (icon level).  This is however a minor issue imo. I normally just zoom in and change the direction (which generally works).

1:    While in the diplomacy/trading screen with an ally, I hit the Declare War option and was immediately booted to the map and the Senate Vote screen popped up to vote on going to war.  I had no way of canceling (I hit Declare War by mistake).  Thank god for Autosave
