Uninhabitable Planets Captured

DA, Crippling Level. I captured two uninhabitable planets that had been colonized by AI, a Class 18 and a Class 20, after AI had had them for a while.  The capture was by normal invasion so the invasions didn't reduce the quality of the planets.  Both colonies had nice arrays of buildings: manufacturing centers, research academies, fusion power plants etc..  Their tiles were colored, one green and one blue to signify their condition of being barren or aquatic or whatever.   When I first invaded them their populations were very low and they could not produce or research anything...all focus points were zeros.  Their economies were like 60bc income, 26 bc spending 26 bc maintenance.  As their populations grew and I had owned them for more turns I kept expecting them to start producing something, but still all three...shipbuilding, social and research stayed at zero.  Finally, after they got close to 6B population one showed 2 flasks and the other 11 flasks of research capacity.  That's where it stands now.  Can someone explain how that works?  Why all those nice factories and research buildings, for which I was paying maintenance costs,  can't produce anything?   Is it because I don't have the tech for colonizing uninhabitable colonies that the AI had to have to colonize them?

If you don't have any tech for extreme planets, output from factories is penalized 100% - factories don't produce anything. If you've played the all-factories (sliders X/X/0), then obviously you couldn't get any production out of the planet, even with focus on research (25% of nothing is still nothing). Although you might be able to get something out of focus, Iztok. I discovered in DL the other day that you can still get output when you are more than 500BC in debt. It appears that you still receive the focus output of the initial colony building or civilization capital via focus when your industry is fully shut down (but only the focus points, not it's production capacity). I'm pretty sure this is a minor bug and a possibility that just wasn't ever considered. This might be enough to explain the two flasks of research capacity CalifDude is seeing on the one planet if it holds true for planets where you don't have the colonization tech as well.

I discovered the same thing this weekend, Purge. Only I didn't know if it was something well known, and just missed by me until now. Thing is, I don't think it is just the Capital bonus that you get. In my game, I had a precursor library, with a research accadamy, and tech capital. Or something like that. At 100% research my econmy eventually tanked. But even below -500bc, I could set planet focus to social, and get about 55 production. This was enough to build econ buildings and try to pull out of debt. I am not sure, but I think other players have used this method, particularily in fast wins. Not sure if it is really a bug, but kinda feels like one.

Indeed, in fast wins, that extra production from focus can help you build that 1 or 2 more ships you need to clear out an AI defender or kill a scout ship so your transport can land after your more than 500 in debt

I hadn't seen it before this weekend myself...Which means, I think, that it is at best little known. I didn't check to see if I got charged for it...I wonder if it's free under those conditions?

If the planets are ones for which you do not have the extreme colonization tech, then output is zero. If you treasury is below -500, zero output as well with with the above mentioned glitch as the exception I suppose. However research output can keep going even below -500 if you have a research treaty from another empire.
