Does the AI still make poor decisions?

You're in the middle of a United Planets meeting in DA (Dark Avatar). There's 4 evil races, 4 good races. Here's the question, should evil races be limited in their trade routes? But when the results come in half of the evil vote no, while everybody else votes yes. Why does the AI do poor decision making like this?

Another example I see a lot: Pick the Civilization that deserves 10 percent increase in economy for 3 turns. People just randomly vote.

The only smart thing I've seen is when some times my ally votes with me. I hope this is resolved in TA (Twilight of the Arnor)
I also hope you can try and bribe others to vote your way.

Can anyone explain how the dynamics have changed in TA? Thanks

The evil races which voted "yes" may have been trying to weaken another evil race with whom they were in competition. They might have figured they would lose some, but their adversary would lose more. Were any evil races at war with one another, or on potentially bad terms (lots of influence fights, long shared borders, etc.)?

Well I can't recall but in today's game the Torians voted for doom stars, while everybody else voted no

I don't see them voting with intelligence ever
