Can you propose resolutions at the United Planets?

If not, why not?

Should a powerful empire not be able to actually propose a resolution from an established list of possible propositions?

Don't know why not. It's a much desired feature.

(Actually, the reason is pretty obvious: if you could choose WHICH UPEvent to have, you could mold the game into something that would help you win. Can't have that :))

We probably would have you pick off a list and also make it keep track of which up events have come up so that you don't keep getting the same ones over and over.

We haven't put it in yet because it's been lower priority as opposed to say, rally points.

A lower priority than rally points? Hmm, well I guess enough people asked for rally points, but really...

Rally points? Really? well there'e no accounting for taste eh? :d

Ahh well if the support of GalCiv keeps it up then we'll get all the extras we ask for and more anyway :)

Maybe all the Civs could propose a resolution and one of them is chosen randomly?

I know I should have read the manual but AFAIK there is no way of knowing which resolution is going to be voted on in the next meeting. Sometimes this would help so I could trade for some influence points to turn the vote in my favor. :)

I like the molding the galaxy how I see fit ;) or whomever has the current lead in influence. Hmmm just thought of another idea. You can have 2 sets of voting at the UP. One set of voting based the same way as voting is now via the influence (since influence also seems to be based on population) and if you have more population then you have more influence. Therefore the needs/wants of the many supercede the needs/wants of the few (muahaha how evil). Anyways, the first vote of the UP would be as to what issue will be brought to the table for voting and after the issue is chosen then you vote again but this time just on the specific issue on hand.

Also how often does the UP convene. At times it just seems to take FOREVER. You know I'm expecting/hoping to get a nice issue to pop up and the UP seems to never convene.

Hm, rally points over proposed UP resolutions? Different tastes I guess, I'd prefer the UP resolutions. But then I play for cultural or tech victories.

This is the one area in which MOO3 excels...the senate. I love the senate. I think the influence system of GalCiv is better, and I think if you marry it to the customizable bills of MOO3, you've got an entirely new way of playing the game, and an added importance for diplomacy.

Think about it. If this is added, Galactic Civilizations will, hands down, have the best diplomacy system in any game, ever.

I'd also like to see a role for the minor races in the senate. Maybe they have one collective representative and a handful of votes. Of course, as it is, they are a pool of influence you can trade for, and that's not too bad as is.

Summary: Add ability to propose resolutions, please!

I can see one problem with this: one of the UP issues (FreePlanet.issue) causes a non yellow or purple star's planet to change to class 17. Every person would try to take that event, even though it's supposed to be random.

How about randomly picking 3 possible issues, and the player with the highest influence (or on rotation basis) will pick one of the 3 to vote on? It wouldn't allow customizable bills, but at least you'd have more of a say what issues arise.

On a rotation bases would be great I think :CONGRAT: .
Maybe we could have those on a regular basis, like now, and some others would come up, purely randomly, from time to time (like events). I think it would allow to improve on the current system. :)

I think that without the ability to call for votes on issues the UP is much less cool than it should be. I don't know how many of you out there played SM's Alpha Centauri, but I think that they did it right. You could call for a vote at the planetary council from some menu, and there were rules about how often you could call a vote on the same thing (X game turns had to pass between votes, so you couldn't keep calling it until you got your vote). Also, they had diplo options to buy and sell support on "upcoming council votes" and so on. I find the fact that I simply get to vote on some random UP event every 4 years somewhat disappointing. This is really my only problem with this game so far though.

Personally, I would love to see better diplomacy and spies. Let the spies destroy ships and buildings, or make a ship defect, or steal money ... something. Lowering morale just doesn't float my boat. :notsure:
Imperium Galactica II had a fun spy system, IMO.

Don't get me wrong, GalCiv is still a great game, just a little light in a few areas for the "hardcore" player.

Some of these ideas are great and would have my support. But even if none of it was implimented at least letting us know on the turn it says the UP meets next year what the vote will be on would help a great deal.

Yes I agree the spies need to have more "free hand", like stealing technologies and sabotage or subversive work with the people on a particular planet not just at the empire level but at the planetary level, kind like choosing which planet you want to subvert or you want to sabotage to bring PQ down.
