Not sure what they do, but the level increases if that ship destroys another ship (kinda like experience points from an RPG). Scouts and constructors don't seem to be worth much (if anything), while warships get a noticiable increase. My battlin' USS Hero usually has several levels after a couple of wars.

The levels seem to add a small amount to the attack and defence numbers as they go up. The levels will increase as the ship or station survive battles. I once had a station reach level 7 in a game, and on it's info screen it had the description "God-like" after the lvl number. LOL

Yesterday I was playing a game and had a my Precursor Ranger at Level 4, however it didn't seem to have gotten any better. At least nothing noticable. Could we get an official word as to how levels increase Hitpoints, Attack and Defense?

A starbase that survives enough attacks can actually have a much superior defensive value compared to a rookie starbase, so it's definitely worth it to try to preserve your combat units so they can gain levels as time goes by. I haven't tried to quantify the values, I do know that you don't necessarily go up for each level. If I remember right attack, defense, and hitpoints are all improved, not 100% positive about the hitpoints but pretty sure.

Heh, I had a starbase that was maxed on defense modules, and was all by its lonesome on a military resource... deep within Drengin territory. Needless to say, it got a lot of attention... unfortunately for the Drengin, they decided that their stack of 50+ Precursor Corvettes could take out that base.

After waiting for about a minute for the carnage to end, the base had gone up a level... and didn't even take a single hp of damage! LOL

...then they sent in their Precursor Ranger, 2 battleships, and about 4 frigates... :(
