im wondering where you go to alter parties. i want to create one that has both an econ and tech bonus of 20% and perhaps a creativity of 10-15%

Try the CorePolParties.PARTY file in your galciv\data directory. You can open it with notepad.

Don't submit a game to the metaverse that you've drastically altered the political parties too much lest it get flagged as anomalous.
