Hey, wait a sec... Didn't I read that espionage eventually culminated in the stealing of an advesary's technology? I'm pretty sure it was in the manual, unless that ability was squashed.

The times I stole techs, my spying was top notch. I got all the techs from Arceans like this once ;p

If the AI has a high tech level and you have high espionage spending (not level), you have a chance of stealing techs. It's not a regular thing unless you are spending nearly your entire income on espionage and the AI has a much higher overall tech level than you do.

Ask Alexians, they'd know. They stole techs from my enemies on more than one occasion.

I usually stop spending on espionage when the amount I have invested in a civ is 1800-1900 or so. That's when you get the last message informing you of your progress, and since I've never seen anything come from any further investment I save major money by stopping it at that time. I've forgotten a couple of times to stop it and had the value invested reach ungodly sums, never did anythign that I could tell.

Let's just say that due to my espionage someone stole techs from someone else and was willing to trade with me for the "right" price. Problem was I didn't find them and had no chance of finding them until I had those techs myself. They were on the other side of a huge galaxy and out of my range for most of the game.
