Espionage stealing technology

The GalCiv manual online refers to the ability to steal technology by using espionage. The direct quote from the manual is "You can spend money to learn more about a target civilization (culminating in stealing their technologies)". However, I can't seem to get that to happen. Does it just happen randomly once I have lots of espionage dollars pumped into an enemy civ?

Happened to me once, but it was my "partners" some minor race who actually got all the tech, I had to then trade with them to get at most of "our" ill-gotten gain...

In two past games I stole numerous (more than 5) techs. I am playing with luck and creativity bonuses. I start espionage as soon as I discover the race and normally keep it on the first or second notch.
