Newbie, need help!

I just bought the Deluxe addition of GalCiv as a newbie. It did not come with a very detailed manual on how to maintain my civilizations and the sort. The main problem I am having is how to keep my money total from decreasing and therefore really not allowing me to do much of anything. I've built banking centers but that doesn't seem to help. What am I missing and are there good websites dedicated to helping people like me understand how this game works? Thanks.

set your tax to about 40%, spending at 100%
start with a + to economics
TRADE with freighters (important)
SELL TECHS TO AI'S (important)
build wonders that increase economics eg galactic stock exchange
don't lease too much
i can't remember much these days......
