Minor has 4000 BC treasury at start ?? Waoo

In my last game I just had minor Scotlinguas in my home sector, so started trade as soon as possible (when I had Translators, in 1st year of game). Their treasury was 4000+ BCs !!! Planet had 200M or so people (they started game with 100, I discovered them on turn 2), morale at 100, and spending>revenue.
Is this big treasure just the standard minor starting treasury or did they cheat ? ;)

Minor races start with a big pile of cash and other stuff, to stop them being instantly assimilated.

In my current game the Scotilingas had a fleet of 4 battle axes at the start. I only had corvettes, so I didn't want to take them on, but helpfully they moved them about 5 squares away from their homeworld, leaving only colony ships in defense. Easy pickings. Didn't even respond when I moved a fleet of corvettes and transports right next to their planet. I'm beginning to think something went wrong with their AI.

what AI level were you playing at? Usually the minor races defend their planets better than the major races. Very strange for them to helpfully move their defending ships away. Were you at war with them? Did you already have your ships sitting beside their planet?

the same thing happened to me. on normal difficulty I attacked a well defended minor civ with one ship (not previously at war), and ALL his battleaxes etc got up & left, leaving only freighters and colony ships. for some reason the battleaxes tried to attack as well, not their strong point.

In the same game later saw most of one other minor races ships wander off into another sector and mill about a bit when at war with the Drengin.

Very odd!

I think I was on beginner level, with most of the civs on subnormal.

They moved the ships to the border of my most heavily militarised sector - I wasn't building up to an attack on them, I was just defending my most exposed sector.

It was a bit strange. They didn't even respond when I built up my starbase in their sector with lots of military modules, or when I parked my fleet right next to their planet.
