How come they can do that?

I have the latest patch and I have two questions.

First, when I am playing against the computer, their ships seem to be able to fire AFTER moving their maximum moves if I am adjacent to the square where they end up. Meaning, if a computer controlled BattleAxe can move 2 squares, and I am 3 squares away, that ship can move 2 squares and then fire at me. But I can't do that. Is this a bug?

Second, the manual talks about how difficult it is to get good approval rating and how important it is. But it never explains what it DOES. What exactly do morale do?

Um... you should be able to do it. I do it all the time. I move my dreadnaught its maximum of x spaces at which point it fires on an unfortunate star fighter x+1 spaces away.

(edit: ah ha! try selecting your ship and then right clicking directly on the enemy ship when it's several spaces away)

Morale:

1. Gets your party reelected so you can retain party advantages.

2. A morale of 100% on a planet has a special reproduction rate bonus.

3. Impacts the economy in some fancy shmancy way that I can't explain.

You can do this too, but only if you use autopilot.

If you manually move every space, the game will cut to another ship when you run out of moves and won't let you reselect the ship. When the pathfinding code is invoked to move ships, it will attack once if you run out of moves next to an enemy. Colony ships, troop transports, Terror Stars, and constructors can similarly activate when they run out of moves one space away from a planet (for colonizers, transports, and Terror Stars), an existing starbase, or a resource (for constuctors).
