Diplomacy - Attack

I don't know if this is a bug or not, but I cannot explain what is happening.
In my current game (Gigantic, Painful level, Random opponents), I am a Custom Race facing five Evil AI. I am at war vs the Yor.
I have better diplomacy than anyone else and there are no alliances amongst the AI.
When I go to the Diplomacy Screen to bribe other races to go to war against the Yor, the Attack Window for every AI race comes up empty! Nobody is willing to attack anyone!
In previous games, the AI have been willing to attack anyone at the drop of a hat - but not in this current game. Any idears?
