Is the Innovation complex supposed to be influence now? why not creativity?

Yes. It always increased influence has as far as I know. Also adds research points and increases the speed of ships that are constructed on the planet.

It was always influence. In fact I sent in a savegame and bug report a few months back because someone put a spy on my Innovation Complex and it seemed to reverse the influence bonus. My planets were in revolt even though no one else had any appreciable influence in the area.

It is huge for influence. On a tiny map put it on an influence bonus tile and a culture victory is a piece of cake.
