Beta 4C: problem with Thalan's Xeno Influence

Xeno Influence is the final Thalan-unique Good tech.
It includes the Xeno Influence starbase module.
Which requires the Insurrection Coordinator module.
Which requires the Cultural Insurrection tech.
Which is under the Xeno Entertainment tech line.
Which the Thalan don't have.

So the Thalan can't actually install the Xeno Influence module.

One other idea. The Singularity Armor is a great Thalan starbase module, and makes me think - would it be possible to have a building with a significant +soldiering bonus? It would only apply to the world it's on, could be an improvement under Mechanized Warriors. This would help the Thalan, with their limited population, to withstand ground assaults without making their own assaults completely overpowered.

Is there an attack equivalent of the Singularity Armor? Right now I don't see anything, which makes the 72 defense kind of useless. I also don't see any resource mining module.

The Thalan get 7 starbase modules:

Xeno Influence (mentioned above, gives 100% bonus for Influence starbases)

Plus 6 under Hyperion Starbases:
Utopia - 50% bonus for Influence starbases
Resource Collector - 12% production bonus for Economic starbases
Trade Outpost - 20% trade bonus for Economic starbases
Subspace Shields - 3x3 defense to Thalan ships in the area (Military starbases)
Phase Lanes - speed assist +1 to Thalan ships (Military starbases)
Singularity Armor - 24x3 defense to itself (any starbase)

You're correct, I don't see any mining modules. I also thought there was a "slow enemies" module for them under gravitronics, but I'm not seeing that either.

Maybe the enemy is supposed to just get tired and give up before the singularity armor is worn down :p
