map movement uncontrolled

Sometimes when I play the map starts scrolling in a uncontrolled way. I can't stop the scrolling at that point except by grabing a ship and actively holding the map in place. Just reloading the game does not get rid of it. The problem will go away if I reload the game after restarting the galciv program.
