Minor Race not using donated ships?

I just finished playing a Twilight of Arnor beta game (0.93[b].002) and ran into a strange situation. The Snathi, a minor race, were being attacked by the Torians. I did not want to attack the Torians just yet and I was not ready to 'liberate' the Snathi myself, so I gave the Snathi a few ships to defend themselves with. Instead of moving the ships to defend their planet or to attack the Torians, the Snathi just left the ships there (in my space). I tried again later to give them some ships near their planet with the same results.

I was playing on Tough with no random intelligence, so I assumed they should have done something with the ships.

This is also a problem in dark avatar and dread lords aswell. When i have excess ships that are obsolute i try selling them to minor races. The minor races never use them. The ships just sit there until they are attacked. This is a very annoying bug that should addressed in all versions of the game. THe same result happens when you sell them to the stock races, also.

When I wanted to preserve a minor race (for a trading partner) I gave them a whole planet in a relatively safe spot in my own backyard.

When playing huge and/or abundant games, planets aren't in short supply and this way I can set up planets to trade with wherever I want.
They don't expand from this position so they are nice and obedient trading partners.

Or if you are more evilly inclined... colonize new planets and immediately give them to a minor race.
You don't have to pay upkeep for a useless fledgling colony and just conquer it when it's well... ripe. =)
