In the colony management screen, the top button of the build queue can not be clicked everywhere.

If you click on the overlayed progress bar (only shown on the top button...) the click is ignored.

In the colony management screen, the list of available projects can be scrolled with the mouse wheel ONLY if an empty square is highlighted on the planet surface.

So when trying to upgrade an existing building, mouse wheel is disabled for that.

Ok, bad wording on that.

If you click on an empty OR built up tile this works perfectly fine.
However, if you click the entry in the build queue, this also targets the square on the planet surface but in this case mousewheel is disabled for the available buildings.

I'm often looking for decommission there and it would be faster with the mousewheel.

I know exactly what you're talking about, and it does the same in DA and TA. The mousewheel just shouldn't disable itself on the projects list.
