beta3d AI bug: space miner crazyness

Pretty serious AI failure in my latest beta game:

It's mid-game, I'm playing as Korath; Terrans end up being the main rival. (tough, large galaxy, random events off). They control the most space, although they started on the far side of the galaxy and haven't been involved in any major wars that i've noticed. I notice their performance on the charts is strange; leading by far in research and industry but their military strength is dismal. on closer review i find that:

- every Terran planet I can see has its starport clogged full with 10 space miners.
I'm talking like, well over 100 space miners here.

- Using the "Tech Report" option when I have the window up with the Terran ambassador, it's not clear to me that they have researched any weapon technologies at all. They have Terror Star IV, and high levels of logistics and mini, but I think they don't have any beam/mass/missle ranks at all.

If the save is needed, Let me know how to submit it.


P.S. On a side note, I feel like the AI way under-values the new unique techs that have a civilization wide effect. (+econ from Collective Economics, +speed from the Arceans, +research from Toria, etc.) Those techs seem really powerful, and it seems like you can trade early game junk techs for them pretty regularly.

update after playing this out another ~50 turns.

I've attacked the Terrans. Despite losing Sol and a half-dozen other systems, they have still not built any combat ships; at this point i just have spore ships with a torpedo launcher attached single-handedly wiping out their space miner garrisons.

The terrans immediately bought the Korx into a war ... the Korx are doing fine.

Eventually the Drath declared on me as well - they're in the same bad shape, fielding only non-combat ships. The Drath at least have a few transports.
