Starship Building bonus?

i was looking through the PlanetImprovemnts.xml and i found the "Starbase Upgrade Center" and i was thinking of enabling it for my new mod "The Bringers of Light (you can find the link here WWW Link) The only thing is, it's supposed to make starship building go faster and it doesn't seem to give you any bonuses ascociated with it. So is there a bonus for making starship building go faster?

That should be military production bonus, but I'm not sute if it is applicable to a planet.
