DL: Starbase built with wrong icon

When the constructor ship has a survey module installed when building the starbase, the starbase will be created with the tactical icon of "surveyor" instead of "starbase".
Tested with Mining and Eco SB.
There may be other permutations such as SB created with transport or battleship icons but I did not check that.
