Not exactly, the borders look different when I just load, and the problem is not that obvious, but it is still there at the same place.
By the way, at least in my case in all GalCiv games and expansion packs, when you load the game the borders are not the same as when you save.

I've noticed this too. My influence is always less the first turn. It's as if the game doesn't apply any modifiers until you hit the turn button.

I always thought that it takes time for the influence to "propagate" and the save file does not contain the influence itself, so it takes few years for the influence to propagate back. But you may be right, it could be just modifiers.
