Yor tech tree, "advanced" gov'ts

In TA Beta 2b, it looks like the Yor tech tree does not include any paths for improved government.
If that's going to remain so, then they need a unique version of the Quarterly Report flavor text about how important their approval rating is to keeping "advanced" forms of government stable.
Even with their "collective" technologies, the TA Yor still appear to be a species of individuals. Seems to me that they should have different forms of "advanced" government rather than no choices about whether to change how the collective makes decisions.
