minor civs and habitable planet generation

When you are playing with minor civilizations, do their home planets take up one of the habitable planets generated, or does it add more habitable planets above the normal count (one for each minor civ homeworld)? This would really only be significant on smaller maps.

I belive thier homeworlds are created from a previous class 0 planet not an existing habitable one.
