How do you make a custom ship style. I cant click the button

That option in the game is only for the AI players (you can pick it when customizing an opponent) as it just assigns templates you've made to the various roles the AI makes ships for, so you can pick how they'll look.

There's a stickied thread about how to turn it around into something useful to you directly in the modding forum.
