Buying things from minor races.

Is there an option that will let me enable ship/starbase trades with the minor races so that I can buy their starbases, rather than declaring war on them, or waiting for a war? I usually use the minors as trade partners when playing conquest only games, that's why I ask.

The AI is always very reluctant to trade star bases for anything, there is no option to change this.
