Noob question about research and economic treaties

Hello,
Been wondering why I can't seem to establish research or economic treaties with other civs. It is available as an option to give for me, but it does not show up in the other civ's negotiation screen at all...

If I check the graph that shows the treaty 'web', I can see that these civs are not already giving their econ and research treaties away.

What am I missing?

If I had to hazard a guess, maybe they all have treaties with civilizations you haven't encountered yet.

i think tht u hit the open slot and it will create the routes automatically but u have to find the original planet of tht civilization first
