Why are the AIs so terribly passive

(keeping ships in orbit)

Something I don't understand at all about AI-behaviour:
Why does the AI think it's best to keep 90%+ of its fleets in orbit around its planets - especially when they don't even have a fleet manager or other defense-supporting-buildings on it?

That's something taht makes me shake my head everytime.

Like in my last game the Korx were really doing well, their ships had a quality that almost matched mine (or if they would have had the Large scale buildings as well, probably exceeding mine)

Anyway, I park some warships and troopers around some of their planets in order to get them to declare war on me - which they did.

The should have done a preemptive strike - just as I do when I attack somebody: I "declare" war by attacking (unless theres some stupid UP rule).
The AI does nothing (Is it coded that way? If so that is not fair for the AI I think)

gripe #2) on all but 1 planet they didnt have a Orbital fleet manager.
But still it kept all its ships in orbit. At the start of the war it had like 40-50 really well-armed frigates + quite a lot smaller ships
Still it allowed me to take its ships off one by one.
When I attacked that 1 planet that was supported by a Fleet Manager I lost quite a few of my ships in the process, so if it had used its ships offensivly it would have been able to do much better. But so the only ships I ever lost were the 2 or 3 Large ships against the planet with the OFM.

The AI doesn't even act when I act stupid and careless
Like parking 2 fleets of unarmed and unguarded troop-ships directly beside its planet (which had a crapload of warships in orbit at the time) for 2 or 3 turns. Well they were still thee when my warships arrived later and picked of the defenders 1-by-1.
If I would have been in the same situation I wouldnt have had to think twice: launch 1 warship - take out the 2 Trooper-fleets (was 2x7 1-million-transporters) and send the ship back into oribit (if I wanted so) smiling.

All in all I have no clue why the AI uses its military potential so poorly, it really spoils some of the fun.

I admit, nothing the Korx could have done would have changed anything at all in the end, but they could have at least done a LITTLE effort to make my life miserable.
They were the only ooponent so far that looked at the start of the war somewhat like a threat - but that they did nothing at all (well, that's technically not true...they once launched 1 frigate to chase one of my passing constructors, which unfortunately for them was faster - but my Large-scale-building was even faster ...) was truly disappointing.

And ya, all that was at Obscene difficulty...

Different AIs use different alghorythms for combat. Korx don't have good ones at their disposal. And no AI has really good alghorythms for combat. You can't expect having everything in a 39$ game.

But when I park unguarded and undefended ships directly beside an AI-planet with which I'm at war...it should launch one of its ships, kill my 14bn troopers and send it back into orbit if it wants so.

If it had any greater strategy, where it just cannot afford to lose the 3 or 4 movement-points for that turn, ok...but as it is it had those ships in orbit and never moved them an inch away. just waited for me to shot 'em down 1-by-1.

The AI should at least *TRY* to win the war.

And it's not just that it behaved like that during the last game, but through all the games.

but, speaking of AI algorithms: which races would be somewhat more offensive opponents?

Tell that to the developers. Or play a multuiplayer game. In Stars! we need some fresh blood.

Depends on your race's alignment, but from my experience the most aggressive are Drengin, Korath and Yor (in that particular order) from evil, and Altarians from good. Others depend on the initial "draw" or sub-personality, but Arceans can be nasty too. And with Humans you practically can't make peace until you have significantly stronger military than they.

For a really blody game play a good race with only Drengin, Korath and Yor in tiny/small uni.

Pff, had the Arceans also in my most recent game, they were as stupid as the Korx, just military much less sophisticated then them - they were already extinct once I got to the Korx.

The Yor in had a few times in my previous games and beside being annoying due to the speed limit, they were just as sucky.

Didn't have Drengin or Korath in my higher-difficulty games yet, so I may assign them manually next time, let's see if they do any better...

If you go to the screen during the game set up where it allows you to tweak your opponents, you can also increase the amount of memory that the CPU is allowed to use, which supposedly allows it to make better decisions during the gameplay. Ive never done it, though, so I dont know how much that would help.

When I set my computer to give out the maximum amount of memory possible, I'm generally behind 5 techs per game and am the last one to get the planetary invasion. I usually survive by being the first one to build mediums, which has always irked somewhat.

right right...I guess I got what I asked for.

Started my first game at suicidal with Drengin, Korath, Arceans and my old favourite custom superbreeding "Amatons".

And after the first year I'm slightly shocked, the Drengin pump out about 4 times the research of everybody else and I'm being 2nd worst because I was extremly unlucky in teh colonization phase (there were only 3 planets to be gotten for me...but 1 of them was extraordinary (class 34 ) at least )

Well, I slacked a bit and discovered a bit late that the Drengin got a precursoir research tile on their planet as well as 2 300%-bonus research tiles on other worlds and several 100%-research tiles plus having had the best staring point which netted them 15 planets or so.

Now I guess this MAY turn interesting if the Korath and drengin don't decide upon leaving all ships in orbit, especially since I'm soon gonna be hated for conquering all those minor races, but I just need those planets quickly, no way around it.
