2 Questions from a relative newcomer

1: Can starbases be moved? If not, what do I do with an influence starbase once the planets near it have revolted to my side?

2: How do I add weapons/defenses to my flagship? Or any ship that I don't want to fully upgrade to a new design?

1. No, they can not be moved.
So you can either leave the influence base where it's at, or destroy it.

2. You can not add new weapons or defenses to an existing ship without designing a new ship based on the same class of hull and upgrading the existing ship to the new design.
