I was messing around with the spending allocation sliders on a new game. I only have my homeworld, and on it is a Precursor Library. Along with the Civ Capital, I should be able to produce 88 tech points. But if I bump my spending and research slider to 100%, the planet info screen shows I'm getting 96 tech points without any planet focus.

Where do the extra 8tp's come from, my racial bonus? Because I have a 20% research bonus for one of my racial abilities, and that's only about a 10% increase...
