new player - need help with sound

Hi All,
Just loaded Galactic Civilizations II Gold onto a Dell with dual core and vista.
The sound is horrible - the voices have crackling in the background, as if the game thinks I have more than 2 speakers.
Is there an option in the game to fix it, besides turning off the sound?
Or is there an easy way to change my computer's settings?
