Starbase Defense Question

The scenario is: I have a fleet stacked with a starbase.

Question: Does an enemy fleet first attack the defending fleet or does it go straight for the starbase?

If I recall correctly, the attacker goes for the highest quota Attack/(Defence+Hitpoints).
That means if you have a puny fleet and a SB with all defencive modules installed, the SB will be attacked.

IIRC this is indeed the case. Which means if you want your fleet to be attacked first, simply DO NOT put weapons modules on the starbase. So long as it is unarmed it'll rank 0 for targeting, so it shouldn't be attacked until there are no armed ships left in the tile.
