Alliance not possible

I've been trying to make alliances, and it used to work, but for a couple of games nobody has been willing to ally with me - even though it is enabled in the game conditions at the start.
I trade the tech alliances to potential partners and they seem to like me - our relationship is "herzlich" - German for cordial (two better than neutral). Still nobody allies with me -or with each other. Is it a bug? Oh it's version 1.5 DL. Thanks for your reply and some help to fix it!

Just played a game with no issue. I allied with 3 out of 4 opponents. Killed the forth, and had victory. But I must say that my military was so superior to all other, they were all hoping I would ally with them. I don't usually ally with anyone until I am ready finish the game. Otherwise the AI just tries to mix you up in all the little wars then they let you do all the fighting and expect to show up at the end with half a dozen transport ships to take over the planets. Are we suckers or what?

It is psycho hard to get an alliance sometimes. I've gone games without getting an alliance too. To get an alliance try to maximize the following:
Superior military might
Historic friendship (don't attack them)
Higher diplomacy skill
Trade routes
Give them stuff in trade (cannot get you the final step though)
Be good for good and neutral races

Avoid these:
Weaker military
Weaker diplomacy
Close borders
Intruding influence on your neighbor's mines or planets (you can get close borders without overwhelming influence)
actually stealing your opponent's stuff through influence
historic animosity (attack them, or be Torians v Drengin)
Be good for an evil race or evil for a good race
Put military and influence starbases in or near their territory
Build up military forces in or near their territory

Those I am absolutely sure of because they get listed in the foreign report (or devs have stated they have an effect). It also helps if you join them in their fights. Attack evil civs to get an alliance with good civs (and vice versa).

If it is two steps better than neutral, "herzlich" would equal "friendly" in the english version of the game.
You would need a standing of "close", one step beyond friendly, to be able to form an alliance with an ai.
Possible standings with an ai beyond neutral are warm, friendly, close ...ally.

PS. "close" would probably equal "nahestehend" in your version.

EDIT: In addition to the great tips by Maktaka: Give away or get a treaty (one will do) to/from the ai race of your choice and when they bully you, give them what they want, if it isnt to much out of line. Giving the ai what it asks for is a sure improvement in relations and it is usually cheaper this way, than giving it gifts to achieve the same.

This may lead to many other demands from other civs.

The Problem was rather simple: I usually play on normal map - and since I am such a cultivated guy, they all pretty soon felt my influence so I never got cozy enough with anyone for an alliance for ages.
But I've now tried some remote species and it worked
