Ship armor bonus via Starbase - Is it working?

I am playing the spy mission (second in campaign?) and I have noticed that my starbase, which suppose to give +1 defence bonuses in all catigories, does not give it to the ships in range. Do the ships need to have some shields in order to recieve bonus? Does it increase only available shield (like if ship has anti-missile shield, then only anti-missile shield gets bonus)? If any of this true, I think the explanation needs to be present in the description of the base upgrade.

Yes, a ship needs to have at least 1 point of defense in order to get defense bonuses from a military starbase (just one point any category will let it get bonuses in all three). The same is true of weapons bonuses and armed/unarmed ships.
