Take over mining resources/starbases

In Dark Avatar, I understand 1 of the ways to take over a mining resource, where another civilization has already built a starbase on it, is by destroying the starbase and then sending your own constructor onto the mining resource. However, this will lead to war being declared.

Is there any other peaceful way to take over another civilization's mining recource/starbase without the need to fire any weapons?

How can I tell I have enough influence over the area? Is there any information perhaps on the starbase that I could tell me?

You can't take over starbases without destroying them. Or buying them in the diplomacy screen I suppose, but the AI tends to overcharge for them.

What Senan is thinking of is the Asteroid mining bases.

On the diplomacy screen, you can only trade/buy planets, ships and techs. How can I trade/buy starbases?

They are in with the ships on the trade screen, usually have to scroll down some to find them.

To get the medals, you play metaverse games and post the results to the metaverse. I've never read the manual, so I'm not sure if there's anything in there about it, but you will see a Metaverse tab in the list at the top-left of this page. You can go there to create a character to use for playing metaverse games.

And if you join an empire included in the Altmeta, You can get more medals or rather banners

I don't think I've ever been able to get an AI to sell me a mining starbase, although honestly it's been a long time since I tried. I usually end up with most of the resources by the end of the game by the simple expedient of parking miners next to rival starbases and checking every few turns to see if any have been destroyed. Plus, when a civilization is destroyed or surrenders, all of its starbases vanish, so it pays to have a constructor in the neighborhood to snap up the suddenly-available resources. It's not exactly a peaceful means, I suppose, but at least it doesn't involve going to war with anyone.

My method of securing Mining starbases, is to park a constructor there, make a ship capable of defeating the constructor, compell a civilization to goto war with the owner of the ship, or find an exsisting enemy of the civilization with the starbase, and gift the ship capable of destroying the starbase to the enemy, and 9/10 they destroy the starbase for me
