Why is this always grayed out? How does it work?

It's only intended for use on AI players, so it will always be disabled when customizing your player race. It basically just lets you specify what design templates the AI will use when it builds its ships, so you can control how they end up looking.

Hm. Would be nice to be able to set my own custom appearance just to save time obsoleting the 'default' crap it gives you every few upgrades you get. My custom race has their own ships already designed for the most part.

EDIT: Wait, I see how it works now. Kinda counter-intuitive if you ask me, but I guess it does what I want.
