I/O Error during install

When installing the game from the CD, at the 15% complete mark, I receive "An I/O error occurred while installing a file." I retry, abort, reinstall, but at 15% the same situation always develops. I have all backround apps closed....I have a PIII with 42gigs available hard drive space....

This is usually caused by a problem on the CD.
Take out the CD and try cleaning it.
Also look for any scratches.

Or, if that doesn't help, go for the direct download of GalCiv, using the serial number on your CD case to set up your account :)

Might also try uninstalling daemon tools if you have it installed. Often companies include code to detect daemon tools and abort installation if it is detected. Just reinstall daemon tools after you install GalCiv. Worked for me.

Was your tongue in your cheek when you posted this, since I would need to buy the game a second time before downloading it?

You don't need to buy the game a second time. You can use your GC serial number off the retail CD case to setup your Stardock Central account. Then you can use that account to access the direct download link for the galciv_setup.exe (~450 MB) that is identical to the one on the retail CD.
