Population growth bug?

I'm playing as the Yor, and I've noticed that some of my planets have zero population growth.

My approval on those planets is at least 60% or higher.

I haven't reached the population caps yet

It seems to be effecting planets with a low PQ rating and/or those planets I've invaded. On some of them, I just sat there and clicked turn 5 times in a row without seeing any growth.

Any ideas?

Maybe the pop cap changed since the posting of it you saw and the build you have.

Do note that there's a hidden PQ-based growth cap in addition to the normal food cap. You can find more details about that on the wiki's population page.

If you are running into the absolute PQ ("open land") based growth limit, but you can FEED more, you can fly in additional population, up to the food supply limit, and it won't die off.
