Alliances and military strength

I've been playing as the Yor and I'm ranked third in military strength. I've gotten the Korath relations up to "warm", but they just won't get close.

I have lots of trade with them.
I've never acted agressively toward them.
I've researched ethics and chose evil.
I periodically give the gifts.

Nothing I do works. I suspect it's because they are ranked as number 2 in military strength. I understand that there is little value in having an alliance with a weak civ, but I'm just one "level" under them, and I'm next door and in-between them and the "good" civs.

It would be a great strategic alliance, but the AI doesn't recognize this.

...Maybe they could recognize this in 1.7?

Check the military rating and the number of ships that the Yor have. I usually find that a large gap in either of the two will make alliances harder to make (unless u r more powerful than the other).

U could also try researching more diplomatic techs.

If the Yor go to war against another civ (or is attacked) creating a common enemy is a pretty easy way to form an alliance.

Trading Econ or Research treaties is also a great way to up diplomatic relations. I'm just used to getting alliances so eassily since I play Terran so much.
Also make sure to get the "To Busy to risk war with you" bonus by making sure they're attacking someone.(common enemy is good as well)

Well, I would know what to tell you, since my good crusaders dont ally with evil races. XD But Im curious, if you and the Korath are #2+3, whos ranked 1?

If you are only at warm, you actually have two steps to go.

There are a lot of things that can get your relationships closer:

Higher diplomacy
Trade routes
Sending treaties
Higher military rating
Ethical alignment the same

Give gifts to get to "Friendly"
Pay Tributes when demanded

Also, avoid the negatives -
Alarming influence
Close borders
"We know what your doing" (from doing something threatening, usually with combat ships)
They don't trust us (from breaking treaties with people, sneak attacking)
Different Ethical Alignment

Be sure that your target has the "Alliance" technology once you get to close, or you won't get an alliance either. This is easiest with tech trading on, because then you can just give the tech to your potential allies.

Not really. I've found the Korx to be much better in the latest DA beta than they have been before. They tend to be strong in my games now. They build the Gal Bazaar and Privateer within the first couple of years, as opposed to entirely ignoring them as they did in the past.
