Building on a conquered planet??

I faced this situation a few times... I wonder if there is a solution.
Most planet I conquer I have social and military production. So I can continue to build stuff.
However I have a few planets once conquered social and military is at 0. Even though there are factories on the planet I still can't build anything at all. My morale most of the time is at 100. Is there something I should do?
At this point I just destroy it because it's a drain on my ressources....
