No where does it say anything about Emperor Palaptine being a good soul!

Akash who is 35 years old, says he has done a great job keeping "OUR" culture strong. If he (Emperor Palaptine) was a good soul, he would be helping other cultures do the same. I imagine the way he is actually helping the aliens, is of course, by obliterating them. Anyone and anything that does not believe in their culture is cosmic toast!

Besides that, Akash could be just saying that so he does not become a political prisoner, shunned, or dead, but more than likely Akash is a Storm Trooper, feeding misinformation to the greater public. This misinformation was part of a greater plan introduced by Palaptine, the Empire forces have come to know this as Operation Sit and spin.
