Buying the galaxy through diplomacy

Hey everyone,
Just picked up Galciv II gold and loving it. Played a few tiny/small games and the first few scenarios of the campaign, won a few military victories a tech victory and an influence victory. Very fun times, I love the influence path to victory, it feels satisfyingly like conquest but through different means.
I am wondering about one thing though. In that game where I won an influence victory, the way I did it was by grabbing all the diplomacy techs (as Terran Alliance, with super diplomat ability) and just basically buying every other nation's planets. They seem to let them go very cheaply, for like a couple techs apiece, all the way until they have 3 planets left and then they won't give you any more. I also bought the entirety of every other nation's military fleet this way.
It seems a little too easy, is anyone else able to do this on a regular basis? I've been playing on Tough level difficulty, which I hear sets the AI to try their best but without giving them any "cheats" or bonuses. I'm hoping the AI's wise up before I start any larger games. I've been drooling over the Gigantic maps & as soon as I can find the time I'd love to play a gigantic game to completion but I'm hoping I can convince the AI to be less of a pushover.
Is it just the Humans' Super Diplomat ability that makes the AI sell their planets for peanuts? Or would they be less inclined to do so at higher difficulty levels than Tough? Thanks for any advice anyone might be able to provide.

ive never played with the humans since ive heard to many crappy things about how the diplo super ability sucks in mid to late game. and every game ive seen the human AI play they just get shatted on. because they have soo much infuence every one winds up hating them, dispite their diplo cunning. but then again maybe im not the best to be responding since i dont play them
I'm abusing the Super Diplomat to the extent never seen in my games, and I used to do a lot of trading.
Techs also became more expensive, so I can't research so many of them to profit significantly by trading them.
