how to disable tech ?

i am trying to make a mod that only a custom race that i made can learn certain tech which other races wont.
i played before alternate reality mod which have all races tech disable so normal races only can use the tech given to them while custom race can choose the tech u needed .
So , i wish to know how to do this since i am making a new tech tree line which i dont want the ai to learn them .
