My resources all say 0

I have been playing this one game that I am almost finished. It is just me and one other race. (The other 6 have been wiped out) I control over 60% of the map and I am well ahead in tech, pop, eco, etc. The next thing I know all of my resources (tech, social and military) for every planet are reading 0. I am now unable to research anything or build anything. Is this a bug? Could the remaining race have pushed his influence so high that it shut down my planet production and research? Could this have anything to do with a political alignment miss match? It is really weird and driving me crazy.

When you get a negative amount of BC, your entire empire shuts down.

Did you happen to drop your cash reserves below -500bc? In this case, you are unable to spend on any production until you get back over -500.

Now that you mention it YES my income is below 500. I thought this was weird too. My income level per turn keeps fluctuation. One day it can say positive 1300 and then drop to -260. Since I cannot adjust my resources or build new freighters for trade how can I bring in more income?

You can adjust your resources, set your spending a bit lower, up your tax a bit. The planet menu has nothing to do with resources, it's just the way they're used.

If you see your income wildly fluctuating like that it probably means you are hovering around 20,000bc in the bank, since that is the point at which there is an income penalty from 'graff'.

It will really hit hard if you are making a decent income, then buy a lot on the turn or turn after you go over 20,000. If you get your cash reserves down too far then in that next turn you could end up with enough negative income to put you below -500bc, which will halt all production.
